They're definitely the hardest enemy, but not impossible to defeat, especially if you're taking advantage of the broken combo of EK2's common immortality / immortal followers, Adventurer mode, and that Stewardship perk that buffs followers on capital visits.
The real problem with Alinor is that it's Administrative and never collapses but it always starts gradually expanding in Valenwood and if you the player don't intervene, games typically end with them blobbing across the map. So if you want to play a comfy tall game somewhere far away from Alinor, you can't really do much to stop their border gore.
On top of that, unlike the typical admin realm in vanilla (Byzantium), Alinor has massive development basically everywhere, it's less affected by EK2's black death equivalent and tends to retain most of that high dev after mainland Tamriel gets smoked, and it has no powerful bordering neighbours like the Abassids and Khazars to put pressure on it. So they never run out of cash or men or have their core power base damaged/threatened.
