Their troops have really bad Mariner skill which determines your fighting prowess at sea. But they still have access to light, medium and large ships, which is more than the Nords get. I would guess that their ship stats aren't great either, if that plays a big part. I also remember reading somewhere that their horses would be useless on ships and just take up space. There's a 20 second clip on TW's insta where you can see what their ships look like
