It can be, but your mileage may vary. Some people actually liked the hour long exposition dump in JW because it set up a lot of interesting, potential new plot threads. As for the other expansions, objectively they're handled a lot better. LWS1 and 2 are probably the worst in terms of conveying the story, the former because it's just a stitched together frankenstein of content once thought lost, meaning it's missing a lot of stuff from the original run, and the latter because it's just poorly made.

HoT the story direction gets a lot more interesting, and then from there it peaks and slopes throughout. LWS4 is generally regarded as the high point. After IBS it slopes big time again, and with this latest expansion it feels like they're starting to peak again (but they'll probably fuck it up).
