The harpies in Shrift are not regular harpies, they're harpy spawn.

They're just wild animals without an ounce of goodness. One of the few demons that don't show any sympathetic qualities.
One of Kazuya's demon friends say that they reproduce with sperm, but it's not exactly sexual reproduction like ours. During mating season, they kidnap humans and take them to their queen. The queen unbirths the humans, then lays eggs with them inside. When the eggs hatch, the humans come out transformed into new harpy spawn.
Regular harpies are never shown in the story, so probably they're not as bad. Maybe they appear in Shrift 2, but I haven't played it yet.
