I'm guessing you mean this in popularity terms, but I agree with this idea when it comes to the setting.
HP uses (then) modern day Britain and keeps it real. It never has the wizards be discovered and change the world into a modern-fantasy, like say JJK does after Shibuya.
The idea here is to have the British audience believe that maybe, just maybe, wizards are real and this all could have happened. You, the child reading this book/watching this movie, just might get your letter from Hogwarts in the mail when you turn 11 and begin your Wizarding adventure!
I think the same is going on in KnY. Maybe this is why Gotouge never includes the government or has the demons get known to a massive amount of the public.
The idea may have been to make the Japanese audience believe that this all happened.
Maybe, I dunno. I'm just trying to justify why the government were never involved.
