Because much like magical utopian free market shit, whenever mankind senses weakness a group of powerful people coalesce and exploit freedom to create order. Hence the natural economy. Private property and trade are inevitable and a part of human existence and so is regulating it.

Making cheap lenses isn't communism. It's a very capitalistic activity, much like producing cheap cars, cheap knives, etc. a communist would deny that you have the right to own a lens (you fucking greedy WHITE PIG!) and only allow party approved photographers to engage in such decadence, and only if they shared as NEEDED.
