Why is Ditto different from all these other random pokemon(doesn't even include the fishing/surf mons and the other floors)? Or all they all failed Mew clones too?

Did Fuji clone Mew on Celadon Cave? Or did all the Ditto rode on Mewtwo's back when it fled Cinnabar? Is that why there are no Ditto left on the Pokemon Mansion?
