The character building options in 3 mostly suck is it's biggest pratfall compared to NV, and the weapon balancing is ass which further limits character expression.

I like a lot about Fallout 3's map but Bethesda really screwed the pooch on the RPG aspect of the game.

Luckily you can just fix this these days by using Tale of Two Wastelands and backfill in a lot of Obsidian's improvements. Fallout 3 with a full crafting system is honestly super nice.

The thing that's actually nice about the tunnels is that they make DC feel big, since it's sectioned off into a bunch of cells, which is something Fallout 4 failed pretty hard at imo. I've always felt like Boston felt really small but even revisiting 3 earlier this year DC feels like a proper city.
