They don't know that, nor Rover is interested in telling them that. But Augusta knows about Rover stopping the Dark Tide by killing both Fenrico and Fractsidus Overseer Phrolova. Other than that, Augusta is already aware of Rover's abilities and exploits because she's been collaborating with the Black Shores during the hunt. If there's someone who can handle the Dark Tide, it's Rover.

Lupa broke free of the fate Cristoforo has written for her, and if you're going with meta narrative on this, Cristoforo wrote the story of the hunt as well, and didn't include Lupa in the story because he has his own creation--Avidius to fill in that role as main character. If anything, you should blame the dude for not including Lupa in the story.
