Custom art direction is pretty hard to do. You need a "good artist" to either do all the art or train other artists to work in his style and have him oversee the whole thing. But most "good artists" can already find work and money in other areas so they're not always going to be hanging out on linkedin or fiverr waiting for game devs to commission them, which is why you end up with generic looking games.

Often they put too many skill points into art and don't really have good ideas, so you end up with dumb games like Owlboy or pic related with overkill art for the game they're making.
