Yeah, the NVG's are there in case someone has covered/boarded windows and/or if they have to cut down power. Drug dens are always a shitty situation. You have no idea what to expect. Someone might have completely demolished inner walls or build additional partitions for whatever growth bed/drug lab/junkie barracks. You have no idea what the visibility might be inside.
And like said, this is a slow-and-steady approach. Unlike in video games, there is no time limit. They have all the time in the world. No need to play heroic charges. The goal is to 1) avoid own losses and 2) avoid situations where you have to use deadly force. They don't want to shoot the junkies, they want to arrest them as intact as possible so they can be put on trial.
Boring, slow sieges are usually what works best. Even if you have a junkie holed up on some closet, they will eventually grow tired (or come down from their current high) and likely give in.
