The assertions are not contradictory! Tom Brevoort's idea was that anger sells. This worked a lot in the 00s, look at the work of Bendis, particularly his Marvel event work, which did sell! The problem is that eventually the constant anger cycles lead to burnt out and apathy, especially in the 2010s when the sales slump happened.
The Secret Empire event and the "Hail Hydra" meme hit in 2017; 2017 is when that meeting happened where the shop owners shouted at Marvel. This came after a lot of main Marvel heroes had been replaced, FemThor, I think Amadeus Cho Hulk etc, as well as diverse hero introductions of Young Avengers etc. This is the sticking point where anger really had stopped selling (1/2)
