The problem with gun culture, and why nobody would do shit, is that the state strips guns from their primary victims: felons.

Anytime a state turns to tyranny, it codifies that tyranny. Taking away guns from felons (people who are likely to "do shit") while letting law abiders (who are likely to "won't do shit") keep them, results in this behavioral sink. In the end, those who have capacity to act have their rights oppressed and the fearfully meek rule follower just sabre rattles and does nothing.

If you want things to get better, the 2nd Amendment must be treated as such:
If he is not currently in prison, he gets to own a gun and practice with it. Full stop. No nigger-this or punishment-that. You want the boogaloo to kick off against the feds? Felons must be armed without oppression.
