rogue early game enchants are all raiding or endgame bonuses, they hardly do anything for leveling or even PvP

This is only good for raiding.
Say you have 20% crit chance, that means on average 1 out of every 5 SS are going to crit which means 1 out of 10 SS are going to give a second combo point, and that combo point is wasted when you already have 4 combo points, so its in practice less than 1 extra combo point per 10 sinister strikes (on average). Say mobs typically take 5-6 SS to kill, so every 2nd mob you maybe get a second combo point, on average. That second combo point will add like 10% damage to your eviscerate. So its a conditional that for every second mob adds around 10% damage to one ability.
Truly fucking bad.

slice and dice isnt very good until rank 2. Three seconds is ok though, you can 1 point S&D for 12 seconds instead of 9, i guess. you arent getting 100% uptime of that though unless regular mobs take you more than 11 seconds to kill, which shouldnt be happening low level, but maybe if you chain pull.. i guess.
>increase eviscerate crit chance by 10%
you use eviscerate like once per fight vs white mobs and usually when they are about to die anyways. if you base crit chance is around 20% while leveling you will have 30% crit with this one ability, so every 10 times you use this one ability then it crits 3 times instead of 2.
Note, i do understand that these are much better when you have better gear or are raiding, but for leveling up these are truly terrible.
