I'd prefer most of them to just be something like celebrities rather than revered like gods, like how Virizion was portrayed in Gates. After all, some legendaries are shown to have duties that make them worthy of being revered like gods (like Dialga), but most of the legendaries look like they do nothing outside of sitting on their asses all day in some remote corner of the world.
I'm also not opposed to them being on the goofier side. A story about a legendary just trying to do something mundane like shopping at a town but everyone keeps bothering and gawking at them could be fun.

As for humans turned into legendaries, that is one hell of a minefield but it can absolutely work. Through the only ways I see it working is for self-contained stories (rather than a series/webcomic) or something where the transformation is very short-lived, and the transformation into a legendary specifically has to be something vital to the plot. For something like a Clover Guild character I just don't see it working at all unless it is maybe something like Shaymin (and even then it would still be eyebrow-raising).
