which is a plot hole in itself. only reason kira got his multi-kill rampage going was the criminals name and faces being made publicly known. Realistic counter, aside from the fact Kira only knew japanese and operated there, was simply stop publishing criminal convictions after his presence became known

other then that all that kira could do is either compromise himself by targeting local criminals around him or really big fishes like war mongering tyrants starting special military disasters
