It barely covers a lot of the area, it has light pen, YOU ONLY GET 3 FUCKING GRENADES
Gas still beats it in CC. The HE nades beat it in damage and coverage. Dynamite for area coverage.

this explains why they feel weird to fight
scavengers or troopers die from 1 or 2 shots to the torso, while voteless can take a senator shot (200 Damage) and still fuck around for 5 seconds.
And why the fuck are their heads AP1?
