The latter moments cannot exist without the former. What makes instances of The Riddler grabbing lunch with Harley Quinn and they reminiscence on their old days so charming is that they are small, human moments in a larger scale, absurd story about humans with insane powers doing supernatural feats.

Something like The Tick is not nearly as funny if you just remove all the parts where he's fighting bad guys or other superheroes and only have a big guy in a costume going to a county fair.

If her criticism was, "I don't want end of the world plot, can we scale back the threat?", I'd agree with that.
