I never said this. It is entirely possible to tell stories with static characters.

Mario's characters are entirely static, and they work fine for stories. Sonic Union tries to make Sonic more like Mario in that sense. The focus is on character consistency and having complete characters with room for exploration, not change (once the status quo is established, anyway).

Stories do not require change; that's a Western mindset rooted in the Hero's Journey, which Japanese storytelling does not intrinsically follow.

Nothing in Union precludes introducing new characters for episodic stories that develop, like Merlina from "Black Knight".

I follow the mandates because I created Sonic Union on the premise of it being a "mascot franchise" and therefore abiding by the core brand mandates of Sonic. These mandates include no explicit, present-tense romance between major characters and no character development for the central major characters past the establishment of the status quo.

Sonic Union is meant to be a "Sonic Boom"-style AU, which means it must abide by all of these rules, as well as be "safe, but edgy."

The Union document is a template for others to create fan works based on it. It is intrinsically designed this way so that others can take these characters in different directions in derivative fan works. Union is a template for other works to follow. It's a reimagining of the Sonic status quo that features improved writing and pacing and incorporates elements from continuities that numerous fans appreciate and enjoy. That's the point of Union. It began when my writing friend, Clem, and I wanted a setting for our fanfics that had more internal cohesion and made more sense than the official Sonic canon—a setting where more characters, locations, and societies are sufficiently established.
