The limiting factor is the neck. Check out some of the F1 drivers' neck training videos on YT, and then take into account the fact that their G-loads come on somewhat gradually.
After a certain threshold, even a fully absorbed impact to the head is lethal, and that threshold is somewhat low compared to what a plated-up torso can take. And the helmet needed to fully absorb that impact is in itself heavy enough to cause compression trauma to the neck by just wearing it.

You can, of course, engineer a support structure that will hold the head within some "safe" boundaries and support the weight of the armor, but that's additional complexity, mobility and other costs that are deemed not worth it in absolute majority of the cases.
