>Roxas does nothing to try to learn about what's going on
Because he doesn't care and has nowhere else to go, as far as he knows he is just a nobody and they are giving him purpose and some kind of life. When he runs away at the end he is going on a suicide mission not running off to find meaning or happiness. The game was always going to have a tragic end, that was the point, Roxas wasn't meant to achieve some kind of enlightenment. They were all characters who were not meant to exist, were destined to die and probably would have stayed dead if the writers had more creative integrity.
> focal point of the game instead of the Organization itself.
>There's next to nothing there.
They are nobodies who aren't even supposed to have hearts so aside from the major ones like Axel we were not going to get a huge emotional connection or development. From a meta perspective the reality is that they are just not that deep, they are characters that were created to be cool, edgy human bad guys and get killed by Sora in KH2, they will not get further development unless the writers see a use for them. I'm not even sure any of the Xigbar plot twist shit was planned at that point. The writers just make this stuff up as they go along then craft convoluted magical explanations to try to make it make sense.
>his agency should have come from continually ignoring the Organization's goals to explore worlds on his own, talking to residents
Roxas doesn't really give a shit about any of this. It is one of the main things that separates him from Sora and honestly makes him a better character. Sora wants to be a big hero, explore, learn, and travel the world. Roxas is content with the small bit of simple happiness he gets eating popsicles with his friends and desperately wants to protect that, it is part of what makes his story so tragic.
>want to be his friends
They literally live in different worlds, Sora had "friends" in KH1 who were basically written out of the series.
