Basically what people consider as "the market always goes up" is just the risk known as beta. It waxes and wanes overtime during bear and bull runs. But there are other forms of return outside of that known as alpha, with small cap value being the most well known, that still perform during bear markets when the stock market is adjusting to the fundamentals getting too high
Essentially you can tilt your portfolio to reduce its overall pe ratio during times like this when you think the bubble is getting too high

I'd say they are more retarded than ever. Even in dividend communities we'll get idiots (sorry but people who give financial advice without doing proper research piss me off, it's like recommending a recipe you've never made with ingredients that are poisonous) that will say

they will tell this to young investors who would benefit way more from just sticking to the market or going for a small capu value tilt since they won't retire for 40+ years
