It's not illegal, just unintelligent to the extreme. The case was always regarding the claim that Billy encouraged a man to kill himself. Turns out, that was a lie perpetrated by Karl. He made up the lie that the case was centered squarely on Billy unfairly suing Karl and others for calling out Billy's cheating, with alleged proof. Turns out, Karl does have concrete proof that Billy stinks on ice when playing vidya, but too bad the case was on the other issue.
So, in Karl's 5-year-old mind, if he could *prove* that Billy cheated, then he could glitch the judge into thinking that in that scenario Billy would also be guilty of encouraging a suicide
