Passing submerged through territorial waters is not compatible with innocent passage.
The English channel has no "international waters" line in the middle, so they have to surface there or it will be considered a hostile act.
Given how retarded the Eurofaggets are about everything Russia (like inventing "Russian" drone incidents over their airports etc) or throwing hizzyfits over Russia patrolling their border (on their side of the fence) it is understandable that it surfaced.

But given how NATO is getting their shit kicked in everywhere (from Yemen to Ukraine), I guess any "win", fictitious or not, has to be taken.
