Because the old playerbase already quit wow years ago. Currently active players are the new generation that started playing the game when BFA / SL came out. And I mean it, its not a portion of players, half the players, no, everybody who used to play this game back in the day are gone. You're playing with left leaning dad gamers, females in their mid 30s and troons that love to collect pets and mounts.
MMORPG and its development is tightly bound to its community. The game you used to love does not exist anymore.
