The problem with metalcraft is that WotC's obsession with complexity/powercreep demands that they keep making artifacts that do more and more crap. The downside of focusing on metalcraft in the past was that you had to rely on a bunch of junk or mediocre creatures to get your effects turned on. Now, pretty much all artifacts come with a diverse selection of sorceries to make them worth using in any situation, making it extremely easy to turn it on.

The point being, if they tune metalcraft to be playable in limited, then it'll easily break standard because of not only how many artifacts exist in the format, but because they all have decent etbs. If they tune it so that it doesn't break standard, then it will probably be useless in limited, which would probably also apply even if they made a different keywords that cares about having 4 or even more artifacts instead.
