And yeah, when people talk about "fixing" leveling, it ends up being one of these two things usually. Some people want to fix it (to be more enjoyable), while some want to "fix" it (to be much faster and vastly expedited). BHS threw in the towel and just nerfed all the quests and made Avatar weapons to "fix" it, and gave massive EXP bonuses to Corsairs and Kumasylum. To actually make it an enjoyable leveling experience you'd need to change a lot of things and one of the ingredients for it is not easy to maintain either (steady flux of new players and/or alts to keep the vastly oversized leveling areas populated)
