You need an A2 window opening license to have the hinges and the lock installed. With the A2, you're limited to 47mm maximum window aperture. After two years with the A2 window opening license you can apply to an unrestricted A license and you get the window tether removed if evaluation proves successful.
You still need an A1 license prior to all that to have windows in the first place.
