Because the war is not going badly enough for the Ukranians at the moment.
Also, as has been pointed out, western mercs and consultants have already been present in Ukraine since the beginning of the war. Russia is trying to bring in foreign soldiers because the whole Russian military and government is hideously incompetent and corrupt and are getting desperate. I mean, if you have to accept troops from Best Korea, then you are not having a smooth time of it.
If Ukraine really started to lose ground then the Europeans would probably feel the need to get more directly involved and have a true-blue fight with Russia.
