I really hope this is what is happening. If nothing war related happens by the end of October I will put it behind me. If the Dome falls this year I will take all of my life savings and spending all of it on canned food, bottled water and bullets.

I don't know as much as MJK knows but it sounds a lot like a type of Space NATO. It is a partnership of many planets and races. Their main function is to keep hostile races from doing whatever they want, that why I use the Space NATO analogy.
