Yeah PNW is a no go zone, maybe after things settle down it’ll be a sort of haven for people, but if you’re not from there, it’s not a bug out zone or safe zone. If you live there that’s a different story. If you can, start getting a farm going, get a network of people. If you’re in the cities you gotta get out, they’re gonna be brutal, the woods will be too, people won’t like outsiders up there, and winters will be bad.
The main thing to consider is that cities will burn through food faster than they can resupply, even if there are supplies, cities will have more competition, and people will flee them. They will essentially “pop”, a burst of violence and destruction, and then people fleeing away.
Also, certain places will be police/ military holdouts, which may have more security, or more oppressive forces. You might be able to go to a Walmart and go past a police checkpoint to buy food, but must be disarmed, scanned, and maybe drafted, or forced to pay a bribe. Or they will treat everyone as hostile forces and be dangerous to be around at all.
The best thing to do is find a place that is secure, with farm land, and is away from hostile forces.
