There's no reason for "HMs" to exist, you should just be able to cut/climb/fly/surf with a Pokemon your party after getting a badge or whatever, and only have to use a generic option if you don't have a Pokemon that can do whatever thing you need on you.

Every Pokemon has running, walking, attacking and even swimming animations now, there's zero reason why we can't have this outside of typical GF corner cutting but hurrdurr better interpret an argument the worst way possible to defend the mega corp that brought in record shares last year.
