Its not hard. It's just plagued by bad game design which is what makes it 'feel' hard.
Replacing the downward strike with an inferior 45° angle dashing attack only to add the original attack behind a 500 analbead pricewall was certainly a choice. Or having double damage take effect by the 3rd area for everything including the environment. Or having more enemies in tight spaces. Or spamming enemies during bosses. Spamming attacks. Or literal input reading especially on flying enemies.
I loved HK but this? This shit stinks. Im about ready to quit. The more I hear about later areas the more cancerous it sounds like it's going to get.
