This is why democrats have such a strong sway over the House while consistently losing the presidency and the Senate. The US Census counts illegals for redistricting purposes. This is why ICE raids are a fundamental threat to their power hold.
That and gerrymandering, of course. democrats invented gerrymandering and they've gerrymandered their states to the maximum already, so they have zero power to respond to Texas' redistricting.
