That's what theoretically the Beyond Skyrim people are doing, they're just taking 15 fucking years to do so and being so abysmally bad at communicating that even reddit is turning against them. But yes, just like New Vegas is beloved despite looking like and being made out of 80% of Fallout 3 assets, had Bethesda known just how fucking big Skyrim would become they themselves could've just released DLC after DLC for a straight decade, and people would've bought them. Imagine getting an official Dragonborn-sized expansion every year, instead they wasted time with Fallout 4 and fucking Starfield and pissed away all good will the idea of Creations could've remotely had by making shit ones for years.
