Yes. And Oboro, Hinoka with Guard Naginata, actually anyone with the GN. And any Chieftain, including Hayato.
Play it with the Hoshidan armory available though, it has better weapons than the Nohrian one, and Hoshidans are disadvantaged enough with their lack of mounts.
