Oh yes they did. They were doing that knee-deep in the Adventure adaptation right before they got canceled. They were vying for supremacy to be seen as that country's Sonic just like everyone else who made licensed fanfiction.

That's a mature take.
I have another take as well: had Fleetway have continued past the Adventure arc, we would have seen a bigger battle for Western Sonic influence/dominance between the Archie and Fleetway staff. Maybe the Archie reboot would have been involved incorporating/merging the Fleetway canon in some way. Who knows.
