maybe if they went full singapore on black criminality something of that effect could have happened but the modus operandi since the civil rights act has been to let black people do whatever they want and when it ends up with a white person robbed, beaten, or killed, the community service relations branch of the DoJ would phone the victim's family and "kindly" (bribe, or threaten their job or reputation) suggest the family not make a fuss about it
