I mean, I'm not sure why the source material would display fine but a webm converted directly from it wouldn't be.
Maybe you are unfamiliar with this but when I pause something in my mpv player it does the exact same thing, but it's fine when the video is actually playing. Browser is just brave but I had similar issues when I used chrome as well. nvidia drivers aren't all the way up to date but this is an old problem and I've updated drivers a couple months ago and it didn't change it.

Here's what I see. prntscrn is also being a little fucky with the HDR, the whole image is also more washed out than my display actually looks.
