i think another issue is that every character needs to impact something in some way, especially when a lot of the current mainstay cast are usually characters that have some sort of worldbuilding or something that the game wants to dangle that carrot for fans. something that's kind of been lost are characters that exist for the sake of being a one-two off opponent that have nothing much more major to them. not counting anything outside of the normal routes in the fever games for example has a lot of them.

>who is baldanders? he's a hellhound and he's feli's dog
>who is oshare bones pre fever 2? fashionista flamboyant skeleton
>who is popoi? accord's cat puppet who may be hiding something, a little more nuanced but really the plot twist is less "popoi may be a demon" and more "accord is a bit of a bitch"
suketoudara is basically the only example of that still around.

i don't like the 24 restriction but sometimes i do wonder if adding more would be a good idea for the base game considering they'd have to put everyone in and then the bloat problem would get even worse depending on who they choose, quest characters might get in and now there's more shit to juggle, and realistically i don't know if puyo could really be captivating for a 10-15+ hour game on the story content no matter if it takes the 7 route, the anniversary route, or even something like fever's courses. tetris 1 already had issues with some characters and just slapped characters like draco and witch into space just to meet a level quota because tetris 1 has so many stupid non-pvp levels that the game could realistically be cut in half.
