I thought the show tried to imply that this is what NCR has become. The show is very embarrassingly obvious that NCR is over that Maximus literally sees this sign and tells Lucy "it didn't work out" and people are coping that by "it" he obviously meant Shady Sands, even though no one ever talks like that in context of specific settlements, he obviously meant civilization of NCR.
