Like said, it's a litmus test.
If you have a society that is undergoing major crisis, a civil war, a natural disaster or similar... you usually can't buy ice-cream from the corner kiosk.
Because the streets are blocked. The electricity is down and the freezers have melted, cashier machines don't work, they haven't gotten the latest supply truck to re-stock the shelves. etc. etc. etc.
Usually if there is a breakdown of infrastructure, social order or transportation, you don't have ice-cream available in the corner kiosk. you are more worried about "is there even a sack of rice that I can somehow buy?".
In those places, Civilization is undergoing (at least temporal) breakdown.
