Some things genuinely get better with time, other things can get worse. People saying that things are just 100% worse now are retarded, but so are the people burying their heads and pretending like everything is just 100% better. Technology in general has basically reached the point where we're in the prologue of a sci-fi novel, this is an objective improvement compared to 30 years ago. At the same time the entertainment industry across the board, from cartoons to comics to film to music, is in a WAY worse state from a creative perspective and even in some ways a financial one.
All of that aside, it's still very much not in the spirit of the show, which is what... anyone watching a Rocko movie would be interested in seeing. The show showed both the ups and downs of modern life, making a finale movie that says "EVERYTHING IS GOOD NOW, CEASE WORRYING" is tonally disconnected not just from the actual reality people are seeing, but from the property itself.
