In both cases there was a moment that got cut from the story where Luffy and Roger said something, and everyone reacted like they're crazy
Yamato confirmed that both Roger and Luffy said the same thing
But the story never revealed what they said, not until the end of the story
Their "real" dream
Being pirate king is only a means to an end for something much more insane

Luffy and Roger mentioned their true dream three times in the story, and each time the dialogue cuts out right as they say it
It's meant to be a big reveal
Although it's probably just something like exploring the stars
