You want to know the crazy part? He's the best written character in the game despite having what is essentially the Mandate of Heaven in how lucky he is and how much he can do. He has actual issues, he has an entire story revolving around the Templars, he's honorable but a complete nutjob if someone harms him or his friends, he's actively trying to find his place in the world, and he's very reasonable when people are willing to be reasonable.
Naoe is primarily just focused on revenge, finding out what happened to the Kakushiba Ikki before it stopped being a thing, is constantly full of bloodlust, and doesn't even get involved with the Templars until the Claw of Awaji DLC.
Junichiro's backstory is interesting but outside of that he's just a rambunctious kid.
Tomiko is simply the owner of the hideout's plot of land who lost her family.
The rest of the targets are neither here nor there as characters for the most part though they flesh them out more than Valhalla or Odyssey ever did. The Ox is probably the best written Shinbakufu member who actually had quite a lot of time spent on him.
Nobunaga is the second best character in my opinion even though he's barely in the game.
It's such a damn shame Yasuke's the playable character because it makes no sense historically or in the AC world and they had Taka right there to be the playable male MC staring them in the face. He would have worked just fine as a Leonardo equivalent for Taka and Naoe to get information from, but as a main character he sticks out like a sore thumb and makes no sense in how he's able to do what he does in the setting without someone writing about him. He objectively has more feats, kills, and fights than Nobunaga did in the game.
