The Winger has a blue tint because the stock pistol has a blue tint aswell, it's a tint of blue that's just meant to give a cold metallic look by using a cold color tone instead, just like the pistol.

Scout's pants being brown in blue team is also fine funnily enough because other classes in the BLU team have brown elements, such as;
>Heavy's and Sniper's vest
>Sniper's shoes
>Engineer's pouch
>Soldier's boots.
It's not that overly inconsistent, it also makes Scout look more unique and identifiable.
What BLU Scout needs is to have the belt loop color fixed to also be brown instead.
