You're right, after episode 16 the series declined a bit due to the Magic Certification story arc. This is the part I like the least because it ends up becoming a run of the mill shounen. It reminds me of the Chunin exams in Naruto, where they introduced a bunch of quirky and unique characters that I don't really care about because I've seen this trope ad nauseam. Most people recommend the series because they finished the Demon's Arc and decided this anime deserves a chance. In my opinion, they're going to drag this anime out and fill it with fan service for the next 10 years. It would be a shame if the next season turned into a romantic comedy about the relationship between Fern and Stark. Or worse, just a bunch of flashbacks one after another about how gigachad Himmel was and how wet frieren's panties are because of that.
