I would encourage you to look into why so many Japanese sites with adult content like DLsite are now blocking content based on country IPs and even some VPNs. These laws are enforced by going after the companies if they can't provide who got the "illegal" content, that's the talk in some US states as well as in UK, they are making the case that the VPN provider is supporting the "harm" since they make it impossible to find the culprit that bought a copy of "Small petite girls trapped on Ugly Bastard Island"
A simple example is how a business owner and the staff member can both be held responsible if an underage kid buys smokes/knives from them.
