Well it existed essentially as a ruling class justification for slavery and colonialism and I say this with all due racism. The rich of Europe and America wanted power over foreign lands and over slaves; but they wanted to pretend they were doing it morally. Hence the White Man's Burden was invented.
In point of fact I don't think these people can rule themselves; but rather than accepting that the white man's burden in the context of the modern neo liberal transformed into a suicidal messiah complex. Now we must elevate the people who our ancestors would have admitted were simply too primitive to be elevated; but we can't do it by ruling over them because that would be racist so we must pretend that if we simply throw enough resources at them they'll start acting like European. But of course they never do, so we're stuck throwing money at them forever and importing them into our homelands so they can bring their savagery to our neighborhood.
