The reticule was several heads above where that persons head would be

The red line in the first still, is a line being drawn horizontal across the crosshair, and intersecting several reference points
The green boxes are the reference points being intersected
The reference line in the second stillframe is being drawn across the same point on the reference points, you can see these still line up
The blue line represents how Riley is a few heads (2 or 3) lower in the second stillframe. Riley was standing on some rubble in the first stillframe so the blue line is closer to where Riley was aiming on the rock in the first stillframe
That person lying on the ground to the left literally could not have been tall enough, even that close, to possibly have been in Riley's crosshair behind the rock. Additionally, that person is in an area that is depressed, so it's even less than impossible

Feel free to use your own evidence from the video, or something new like a recreation with someone standing in the downed persons spot (make sure you create the depression if its not natural and from an explosion), instead of your rambling speculation and stupidity so you can see that you are wrong for yourself
